Yaushiro Seto's "Talking Evil" blog has been updated on a new entry concerning "Operation Javier, the South American scenario of Darkside Chronicles.

Seto reveals the character "Javier Hidalgo". With the connection between terrorist factions, blackmarket trade of the viruses and infection/money being used as staples of control in various countries in this world of Bio-terrorism, it is no surprise that this archetype was used for the situation in South America. If you will remember during Resident Evil: Degeneration, the regions near Brazil and Columbia were still problem areas associated with bio-terrorism.
With this information, one might be able to already assume that the Ex-Umbrella researcher that had contact with Javier, would somehow be associated with perhaps Wesker, or Tricell.
I could speculate Ricardo Irving, as he was seen prior(according to file) in Raccoon City, and may have been previously employed by Umbrella before it's collapse 2002-2003. Ricardo was a researcher that worked to improve the biological make-up of the Plagas, before switching over to other departments to further fund Tricell(or more specifically the Uroboros Project).
Another guess could be Luis Sera or a new character entirely. Although bringing Luis into the picture with Leon and Krauser, before the events in Resident Evil 4, may be conflicting.
